Facilitating Use of Farm Bill Dollars

Huge Opportunities for Conservation on Private Lands 
NRCS and FSA have millions of dollars available for land conservation through easements on private lands through the 'Farm Bill'.  In many cases, however, they lack staff to make use of these dollars every year.  In fact, in 2008, NRCS was unable to make use of $600M that had been made available through the life (FY 2002-2008) of one of its Farm Bill programs, the Environmental Quality Incentives Program (EQIP).  They had to return that money to Congress.  The Western Working Group would like to make sure that never happens again.  This is an astonishing amount of money to not spend.
